Annotation | The Inter-Agency Group on Adult Social Care (IAG) was set up in January 2005. It brings together agencies from the statutory, independent and voluntary sectors: Scope; Better Government for Older People (BGOP) and the Older People's Advisory Group (OPAG); Carers UK; LMCA Alliance for Health; Hanover; Community Services Volunteers (CSV); the NHS Confederation; the Association of Directors of Social Services (ADSS); Voluntary Organisations Disability Group (VODG); the National Association of Adult Placement Schemes (NAAPS); the Sainsbury Centre for Mental Health; Age Concern; Mencap; the English Community Care Association (ECCA); the Mental Health Foundation; and the Improvement and Development Agency (I&DeA). IAG's aim is to influence the government agenda on health and adult social care. The IAG commissioned this paper as part of a longer-term programme of work on adult social care and community well-being. The paper is designed to build on principles in the White Paper, "Our health, our care, our say" (Cm 6737; TSO, 2006), and also refers to the local government White Paper, "Strong and prosperous communities" (Cm 6939; TSO, 2006). The paper is based on data derived from policy and practice literature, interviews with 20 stakeholders from local and national organisations in the statutory and non-statutory sectors, together with contributions from a steering group of IAG members. Sections 1-3 of this full version consider the agenda set by, and responses to, the White Papers, and the role of central government in respect of partnership with localities. Section 4 looks at the local building blocks which should form the core of local and national implementation strategies. This section identifies some practical next steps for outcomes, commissioning, and service models, illustrated by examples from a range of settings and localities where relevant developments are already taking place.
