AnnotationThe objective of the inspection was to evaluate Northumberland County Council's and Northumberland Care Trust's implementation of objectives relating to older people's social care needs, with regard to promoting independence and the requirements of the National Service Framework for Older People (NSF). This report also examines and makes recommendations on: cost and efficiency; effectiveness of service delivery and outcomes for service users; the quality of service for users and carers; fair access to care services criteria; and capacity for improvement. Whilst the inspection found some creative and positive practice in supporting older people and their families, there was significant variation in practices between teams, some key gaps in access to services, and areas where service quality was poor. Appendices include results of questionnaires for service users, carers and staff. (RH).
