Annotation | Age Concern England (ACE) recognises that metering is a method of charging that is well understood and that many older households may have benefited from lower bills by having a meter installed. However, ACE remains unconvinced that there would be sufficient reduction in water consumption by having compulsory metering. The consultation,.
