Annotation | In January 2003, the Joseph Rowntree Foundation (JRF) launched its Neighbourhood Programme, which sought to support community empowerment not through a major funding programme but through 'light touch' support and networking. The Programme - which has been working with 20 groups and projects at neighbourhood level in England, Scotland and Wales - began in 2003, continuing until June 2006. This summary by the team evaluating the Programme highlights the lessons, for example that local residents and groups have a real say in the services and decisions that affect their lives. (RH). |
