Annotation | The Senior Community Service Employment Program (SCSEP) began as a pilot of the Office of Economic Opportunity in the 1960s, and is funded under the Older Americans Act (OAA). SCSEP began as an anti-poverty program, but has since added job training and placement to its work, and thus aims to provide a more inclusive approach to older people on low incomes, as described in this report outline.
