| Annotation | As part of its reform of Housing Benefit (HB), the Government has introduced a Local Housing Allowance (LHA), payable to low income tenants in the private rented sector. This proposal was included in the Welfare Reform Green Paper 'A new deal for welfare' (Cm 6730; TSO, 2006). The Department for Work and Pensions (DWP) has commissioned an evaluation of LHA in nine local authorities, or Pathfinder areas: Brighton & Hove, Lewisham, Edinburgh, Leeds, Blackpool, Conwy, Coventry, North East Lincolnshire and Teignbridge, Devon. The evaluation design includes surveys which track claimants on LHA over a 2-year period after its introduction in each Pathfinder area. This report presents findings from administrative data, the survey baseline and the first two waves of interviews with claimants, and covers the period up to 15 months after the start of LHA in each area. The survey data compares the 9 Pathfinder areas with nine comparator (control) areas. The report draws on contributions by researchers from the Centre for Research in Social Policy and the National Centre for Social Research.
