Annotation | The Social Care Institute for Excellence (SCIE) commissioned the Social Policy Research Unit (SPRU), University of York to undertake this knowledge review. Whereas 'outcomes' refer to the impact of end results of services on a person's life, 'outcomes-focused services' relate to goals and priorities identified by service users. This knowledge review comprises a research review and a practice survey. Guided by a User Advisory Group (Appendix 1), the research review summarises research on the outcomes that older people value and wish to achieve from contact with social care services; and identifies factors facilitating or inhibiting outcomes-focused services. The practice survey has two parts: a postal survey of social care staff in England and Wales known to be interested in developing outcomes-focused services; and case studies of services in six localities. The practice survey aims to identify features of the social care policy and practice environments supporting or inhibiting the developments of outcomes-focused approaches in older people's services; and to identify examples of outcomes-focused organisational arrangements and approaches that provide opportunities for wider learning.
