AnnotationGovernment remains committed to reforming public services and to enabling the voluntary and community service (VCS) to take on a greater role in public service delivery. The aim must be to achieve a genuine, lasting and positive transformation in the public services that people receive. However, if government continues to focus on strengthening procurement processes to achieve transfer rather than the more wide-ranging changes needed to achieve transformation, these objectives are unlikely to be met. The real failure will not be that VCOs cannot take on a greater role in public service delivery, but that communities will fail to receive the services they need and deserve. This booklet makes the case for VCOs to be properly funded and be effective. (RH).
