Annotation | In this context, "personal accounts" relates to the idea of a National Pensions Savings Scheme (NPSS), a recommendation of the Pensions Commission. This quantitative survey is based on telephone interviews with 2516 private sector employers in Great Britain, and was designed to be representative of all such employers with one or more employees. The sample was drawn from the Inter-Departmental Business Register (IDBR) which is a comprehensive list of employers compiled from value added tax (VAT) and income tax returns. The report is organised as follows: overview of pension provision; attitudes to pension provision and awareness of the pensions debate; employer attitudes towards automatic enrolment; employers' views on eligibility criteria and periodic re-enrolment of those who opt out; employers' attitudes towards contribution levels; comments on employers' spontaneous or most likely responses; impacts of existing pension provision; administrative impacts; employer attitudes toward different ways of phasing in the proposal; and employer vies on employee reactions. This study was commissioned as part of a programme of research and analysis carried out by the Department for Work and Pensions (DWP) to gather evidence to inform the Government's proposals on personal accounts, as set out in the White Paper, "Security in retirement: towards a new pensions system" (Cm 6841; TSO, 2006).
