Annotation | There is anger at Wiltshire County Council's decision to cut direct payments for leisure opportunities such as attending local adult education courses. This article reports on reactions to how these cuts have affected older and disabled service users and staff. The county's former director of adult and community services had promoted independent living through direct payments. The new director is having to make cuts, in part to meet the shortfall in the local NHS budget. (RH). |
