AnnotationThis document concludes that the present boundaries of social services in Wales are about right, but that more emphasis needs to be placed on influencing national and local policy. The document proposes that social services ought to remain a responsibility of local government in Wales; and that local authorities should remain both providers and purchasers of social services. The document proposes a model for staffing social services which sees it, essentially, as a highly trained and skilled occupation led by qualified social workers and supported by a wider range of other social services and residential care staff. The document thus describes the importance of social services as a key local authority service which helps to underpin the community and promote inclusion. It also describes the developing policy context; and sets out the key changes and actions that will be needed. The consultation, which ends on 15 November 2006, thus seeks views on the implementation process and whether all priorities have been included. The text is in English and Welsh. (RH).
