AnnotationWhile service user participation in social care has increased markedly over the last 20 years, participation and black and minority ethnic (BME) communities has diminished over the same period. This report is based on the author's Lord Pitt Memorial Lecture in November 2005, 'Is participation working for black and minority ethnic service users?'. The report identifies some of the reasons for the reduction in service use - for example, that BME communities have a history of self-help - and concludes that given the right opportunities, support and resources, there is genuine commitment and interest in service users to become more actively involved.
