Annotation | The Independent Living Fund constituted the first cash for care programme in 1988, and paved the way for subsequent developments, such as direct payments and individual budgets. An external review of the ILF has been commissioned by the Department for Work and Pensions (DWP) from independent consultants Melanie Henwood and Bob Hudson. They will be considering whether a non-departmental public body such as ILF continues to be the best way to deliver the service and, if so, how delivery of those services can be improved. This article outlines development of the ILF and how some of the issues are to be examined. (RH). |
