AnnotationIn this context, "personal accounts" relates to the idea of a National Pensions Savings Scheme (NPSS), a recommendation of the Pensions Commission. This qualitative study is based on 22 group discussions and in-depth interviews with 20 group participants not currently saving in a private pension. Their views and concerns were sought on proposals for automatic be enrolment into personal accounts. The report is organised into six main sections: the pensions context and attitudes to retirement; overall attitudes to personal accounts; features of personal accounts such as contribution rates, liquidity, portability, choice of provider, fund choices and a guarantee; the management and administration of personal accounts; the documentation phase; and communication issues. This study was commissioned as part of a programme of research and analysis carried out by the Department for Work and Pensions (DWP) to gather evidence to inform the Government's proposals on personal accounts, as set out in the White Paper, "Security in retirement: towards a new pensions system" (Cm 6841; TSO, 2006).
