Annotation | Age Concern England (ACE) used this consultation to recommend a fundamental review of the current system of funding and charging in the light of forthcoming reports by the Joseph Rowntree Foundation (JRF) and the King's Fund Wanless Review Group. Specifically, ACE's recommendations include: uprating the personal expenses allowance based on budget standards for an adequate income; reviewing CRAG (Charging for residential accommodation guide) in its entirety; comments on the lower and upper limits on capital; and the upper capital limit should not apply to domiciliary care charges.
