AnnotationThe Disability Rights Commission (DRC) has consulted on changing the definition of disability contained in the Disability Discrimination Act 1995. The proposed change is to a definition of discrimination based on the intentions of the person discriminating. While Age Concern England (ACE) welcomes the proposed change, it notes that it would create another difficulty: that it might be difficult to prove that discrimination was on grounds of impairment, for example if the alleged discriminator argued they did not know the person had a disability. This summary outlines ACE's argument on this point. (RH).
