Annotation | "Unpaid carer" in this report is used to describe an individual who cares for a friend, relative or neighbour without receiving paid income in addition to income received through the benefit system, e.g. carers allowance. The report presents a new vision for unpaid carers in Scotland, based on a framework of rights, in line with the Universal Declaration of Human Rights. In this vision, the caring and economic contributions of carers to society will be recognised. The report is presented in four sections and two annexes. Section 1 summarises the research methodology. Section 2 presents key principles, themes and recommendations with regard to: recognition and status; training and information; partnership and planning; benefits, entitlements and employment; services and support; and resourcing. Quotes from focus groups and individual interviews with unpaid carers illustrate the points being made. Section 3 makes recommendations for additional research: young carers; black and minority ethnic (BME) communities; and lesbian and gay carers. Section 4 summarises all the recommendations. Annex 1 summarise the development of policy relating to unpaid carers in Scotland to date. Annex 2 lists separate appendices that accompany the report (available from the website) including: Appendix 1, Note of event proceedings, 26 August 2005; and Appendix 2, Review of research and international case studies.
