AnnotationIFF Research Ltd undertook research for the Department for Work and Pensions (DWP), and this report documents the findings from a large-scale qualitative research project designed to provide insight into the barriers that exist to claiming Pension Credit. It adds to previous research by exploring how barriers interrelate with one another and with the triggers to claiming. The research is based on findings from eight group discussions with potential eligible non-recipients: two with older people eligible for Guarantee Credit only; two with older people eligible for Savings and Guarantee Credit; and four with those eligible for Savings Credit only. There were also 10 face-to-face interviews carried out with potential eligible non-recipients who were in receipt of Housing Benefit (HB) or Council Tax Benefit (CTB); and 40 face-to-face interviews with recent recipients of Pension Credit. Each chapter includes findings both for recent recipients and non-recipients: barriers to claiming Pension Credit; triggers to making a claim; experiences of the applications process; reactions to possible ideas for increasing take-up; and views on receiving Pension Credit.
