AnnotationComparative studies of European social policies toward frail older people typically focus on the systems and their implications. The study presented in this article was conducted in 2001 in six European countries (Germany, Spain, France, Italy, United Kingdom and Sweden), and aimed to compare the rights of individuals within the different care systems. The methodology used is a case study approach, which draws on a series of situations of dependent older people. The analysis thus focuses on public authorities' responses - the care packages, which determine the type of care required and the user's financial contribution - in each of the six countries in relation to the situations of frail older people. As local variations are important, specific local authorities were chosen in each of the countries. This approach gives interesting concrete elements on the services and financial help which can be given to frail older people, but it also enables a precise understanding of the national care systems organised in the different countries and the main difficulties encountered by public authorities in facing particular problems of caring for frail older people.
