Annotation | The health and social care White Paper (Our health, our care, our say; Cm 6737) maps out strong commissioning arrangements with the creation of a new lead role: the director of adults' services. It also points to the commissioning by service users themselves. The White Paper is welcome in confirming the vision of the Green Paper (Independence, well-being and choice; Cm 6499), but has a long way to go in setting out arrangements for implementation. A bridge needs to be formed between government and commissioning authorities to create the capacity for this. Commissioning to deliver the White Paper needs to take place at the strategic level, led by the director of adult social services with new statutory responsibilities and delivered through local area agreements.
