AnnotationMany service users experience difficulties in securing proper payment for their contribution to reviewing, planning and developing services. This report arose from discussions between the then Under Secretary of State for Health amd Minister for Community, Stephen Ladyman, and the wide range of service users attending the launch of the National User Network of Shaping Our Lives (SOL) in 2003. The report draws on the literature, and has involved a wide range of service users and organisations in discussions about the issues involved in payment for participation. While confirming that social care and health services value service users' input, the report indicates that the system can be inflexible and inconsistent. The report examines the impact of these issues on user involvement; issues around employment law and tax; how service users are being paid now for participating; the value of user involvement to individuals; and respondents' recommendations. The report recommends ways in which those who face exclusion and disadvantage could contribute to their localities and services and be treated on equal terms with others. (RH).
