Annotation | Sure Start was originally implemented as a way of providing families with young children in deprived areas with access to education, care, health, family support and other services. This report suggests that a Sure Start approach will work just as well for older people, "preventing a cycle of decline and promoting the cycle of well-being". The Department for Work and Pensions (DWP) will test "Link Age Plus", the pilot for this approach, starting in Spring 2006. The model will also be piloted through other programmes, including Partnerships for Older People Projects (POPP), Local Area Agreements, and supported by the forthcoming White Paper on primary and community care. The report considers the extent of exclusion in later life and in relation to: how the individual could be empowered; social relations and participation; the home and housing; the local area; and wider society. By way of illustration, each chapter begins with a short case study of an older person's experience of social exclusion. Also included are case studies of existing models of service provision, progress so far, and agreed government action. Appendix D relates to analysis by the English Longitudinal Study of Ageing (ELSA), on how excluded older people can be identified locally. (RH). |
