Annotation | Seven years on from "Modernising social services" (Cm 4169; TSO, 1998), the authors ask whether modernisation is a top-down, centralising approach, and how this affects adult protection in England. This paper draws on recent examples of good practice in adult protection, organising the discussion under five themes: the legal framework; regulation; inter-agency relationships; performance measures; and learning. The paper forms part of a 3-year project, Partnerships and Regulation in Adult Protection, which is funded as part of the Modernising Adult Social Care Research programme by the Department of Health (DH).
