AnnotationThe National Consumer Council (NCC) in this response to the DTI supports the proposal for a Consumer and Trading Standards Agency (CTSA): creation of the CTSA should be seen as a key part of consumer affairs. The NCC sets out a range of factors relating to structure, approach and resources that need to be in place for the CTSA to deliver a vision for empowering consumers effectively. The response also considers issues of redress, the Agency's powers, and its relationship with government - from which it should be independent while at the same time being given sufficient clout.
