AnnotationThis report presents the feedback from the consultation process on the Green Paper, "Independence, well-being and choice: our vision for the future of social care for adults in England" (Cm 6499). The consultation (from 21 March until 21 July 2005) was conducted by the Care Services Improvement Partnership (CSIP) working in conjunction with the Department of Health (DH). 1,511 submissions were received, incorporating 21,494 individual comments. The main areas of interest were: direct payments / Individual Budgets; shift to prevention; risk management; the Green Paper's vision; and assessment. Generally welcomed were proposals for an outcome-based approach to social care, the shift towards earlier preventative services, and the introduction of approaches giving greater choice and control to service users. While the significance of partnership activity was acknowledged, the existing health and social care interface needs to be more clearly defined. The report broadly follows the structure of the Green Paper, adapted to reflect the strength of interest and opinion on particular themes. (RH).
