AnnotationOver the past decade, it has become ever clearer that the UK lacks an adequate, coherent and fair basis for paying for long-term care for older people. With an ageing population, more public and private resources will eventually need to be mustered to cover growing demand. More immediately, inadequacies in the present system will need to be addressed. In a discussion paper summarised here, the Joseph Rowntree Foundation (JRF) has brought together evidence and arguments to identify some key improvements needed in the ways we pay for long-term care, in order to create a system that people understand and in which they have confidence. These findings outline the problem and the challenges in designing solutions. The full paper, "Facing the cost of long-term care: towards a sustainable funding system", by Donald Hirsch, draws on the work of JRF's Long-Term Care Advisory Group, and is published by York Publishing Services on behalf of the Foundation.
