Government response to Office of Fair Trading (OFT) care homes study

AnnotationThe Department of Trade and Industry (DTI) has co-ordinated this response across central Government in responding to the Office of Fair Trading's report, "Care homes for older people in the UK: a market study" (OFT, 2005). The OFT's study was initiated by a super-complaint made by Which? (Consumers Association) and supported by SPAIN (Social Policy Ageing Information Network) in 2003. This response looks in turn at each of the recommendations directed at central government: information on moving into a care home; price transparency; contracts; and making complaints. It refers to recent policy announcements in the Green Paper, "Independence, well-being and choice" (2005) and the Commission for Social Care Inspection (CSCI) project, "Inspecting for better lives". The Government wishes to take forward most of the OFT recommendations and will work with the CSCI, local councils, care homes and other organisations to ensure a choice of care for older people. However, it does not accept the OFT recommendation that all care home payments for people receiving any council funding be directed through local authorities, as this would reduce choice. (KJ/RH).
