AnnotationMore commonly, titration is a method of chemical analysis. In the context of this article, titration budgeting implies use of minimum or precise amounts of money or service provision. The author criticises the Titration Budgeting Model developed by Weissert, Chernow and Hirth in terms of its logical and operational problems. Instead, he develops a framework within which the goals of the titration model can be met and home care resources can be more efficiently allocated. Methods used for this are standard risk-neutral expected value theory, cost benefit analysis, and the conditional logistic probability model. The aim is to provide a simple but effective prospective budgeting model that provides a basis for decision-making support systems for home care case managers, consultants and programme evaluators that can improve programme equity, efficiency and effectiveness.
