AnnotationIn October 2002, the National Association of Pension Funds (NAPF) recommended reform of the state pension system into a simple, universal "Citizen's Pension". NAPF's initial work suggested a Citizen's Pension would be affordable in the UK, but wanted to do more work to show exactly how it could be introduced in practice. This report is on the first phase of analytical work for NAPF by the Pensions Policy Institute (PPI) under the leadership of Alison O'Connell. Having outlined what a Citizen's Pension (also known as a Universal Pension) is, the report describes how an immediate transition could work, and looks at the effect of a Citizen's Pension on saving. A residency-based criterion is suggested for eligibility to the pension, while factors regarding affordability consider the likely short-term and long-term costs. A timetable for change is set out, and describing possible mechanisms to build consensus around the specifics of reform. Appendices variously covering assumptions and alternative scenarios on flattening of state pension income, savings analysis and costings are available on the NAPF and PPI websites (http:napf.co.uk or http://www.pensionspolicyinstitute.org.uk).
