Annotation | Rating the performance of NHS trusts in England is a statutory responsibility of the Healthcare Commission, the independent health inspectorate. The first ratings to be produced under this responsibility were for the year ending March 2004. This responsibility was taken over from the NHS Executive, Department of Health.
