Annotation | Age Concern England (ACE) welcomes the underlying principle of the Learning and Skill's Council's consultation: that overall funding for learning for personal development should be safeguarded at last at current levels. It comments on First Steps learning, and learning for personal and community development; and while some of the LSC's pronouncements are not contentious, ACE takes issue with instances in which older people could be excluded for financial or age reasons.
