Annotation | In the first of three articles on public sector reform, the author examines the role of various government departments in influencing the agenda for change in services in Labour's third term. She explores the economic context and the constraints imposed by the Gershon efficiency review. Questions about the reform agenda and interdepartmental complexities are raised. Future priorities were already being hinted at even before the General Election had been called: the publication of the Department for Work and Pensions (DWP) consultation paper, "Opportunity age" and the Green paper, "Independence, well-being and choice" seem particularly relevant. The possible recasting of moral and financial rights and responsibilities is also considered. (RH). |
