AnnotationUnder the European Directive on Equal Treatment in Employment and Occupation (Council Directive 2000/78/EC), age discrimination in employment and vocational training will become unlawful on 1 October 2006. This Regulatory Impact Assessment (RIA) is part of the final consultation on the draft Employment Equality (Age) Regulations, and considers the impact of pay and non-pay benefits (referred to as service-related benefits) on employers and individuals, on the macro-economy and the Exchequer. The aim of these regulations is to ensure that where employers provide age-based or service-based pay and non-pay benefits to employees that are objectively justified on grounds such as social policy or creating an incentive, employers should continue to be able to do so without the imposition of unnecessary burdens. The options considered in implementing the legislation are threefold in approach. (KJ).
