AnnotationUnder the European Directive on Equal Treatment in Employment and Occupation (Council Directive 2000/78/EC), age discrimination in employment and vocational training will become unlawful on 1 October 2006. There are four main groups of reasons why employers prefer to continue to have discretion over the timing of employees' retirement: the rules of occupational pension schemes; state retirement pension arrangements; the distribution of jobs and workforce planning; and the effect of age on productivity and performance. The evidence for each of these propositions is reviewed in this report, along with evidence on the experience of limiting or abolishing mandatory retirement in other countries, and evidence on the macroeconomic effects.
