What price care in old age?
 — three years on from SPAIN's "Underfunding of social care" paper, what has changed?

AnnotationIn its 2001 report, "The underfunding of social care and its consequences for older people", the Social Policy Ageing Information Network (SPAIN) called for a 'whole systems' review of funding levels. This 2005 paper is presented in the context of the Green Paper on adult social care, "Independence, well-being and choice", also the decision of the King's Fund to implement the recommendations of SPAIN's 2001 report. It looks at the state of social care in the last four years, and notes that the Green Paper fails to address the current funding crisis. Despite Standard One of the National Service Framework for Older People (NSF) - fair access to care services - age discrimination appears to be a reason for this underfunding, which is also affecting the care home sector. The different perspectives of agencies involved act as barriers good commissioning and to 'joined up' services. SPAIN recommends that the government responds urgently with a new settlement for social care in the 2006 spending review, with equal protection of funding allocated to adults as to children's services. Funding should be based on the total needs of older people and linking with the Single Assessment Process (SAP). SPAIN also recommends improved commissioning, and resources that will lead to ending discrimination against older people in the provision of care. (RH).
