AnnotationThe Bill's aim is broadly to create an older people's champion for Scotland in the shape of a Commissioner to specifically ensure that their rights are being observed, and that government legislation, whether current or planned, or the policies of other agencies and organisations take account of their views and interests. This consultation paper sets out the background to Alex Neil's proposal; why a Commissioner is needed; and what role a Commissioner could play, including proposed areas of responsibility. Appendices refer to other legislation affecting older people, and to recommendations for a similar scheme in Wales. (RH).
