Annotation | The paper sets out NPC's response to options put forward by the Pensions Commission: raising national insurance (NI) and taxes to fund better state pensions; increased levels of savings through occupational or personal private pensions; and raising the average retirement age. The paper also considers the particular issue of women and pensions, and offers some recommendations for future policy changes. These options are explored in more detail in the appendix, a commentary by Tony Lynes, Pensions Adviser to the NPC entitled "Pensions policy - a change of direction?". The paper concludes that it should remain the role and responsibility of the state to provide a reasonable and guaranteed income to all older people as the best way of providing financial security in retirement.
