Annotation | This study was launched on 29 June 2005. It was initiated by a super-complaint made by Which? (Consumers Association) and supported by SPAIN (Social Policy Ageing Information Network) in 2003. It looks at how well the care homes market is serving older people, within the context of government policies on care for older people. The scope of the study was to look at conditions for consumer choice when going into a care home, transparency of price information, price variation clauses and redress. It focused on how effectively the supply of key information about care homes is working, which included care home contracts and redress for older people in care homes and their representatives. Wide ranging research into and consultation amongst the care homes sector took place. The report's findings raise several areas of concern regarding information about moving into a home, authority obligations, price transparency, contracts, and access to making complaints. Recommendations to rectify these accompanies each area of concern. In conclusion, the OFT reminds the reader that in 1997-98, it undertook a related inquiry into care homes under section 2 of the Fair Trading Act, whose findings and recommendations were published in the report "Older people as consumers in care homes" (OFT, 1998).
