Annotation | Universal services in telecommunications is a requirement of the European Universal Services Directorate, and ensures that basic fixed line telephony services are available to all at an affordable price. This summary of Age Concern England's response to Ofcom's consultation stresses the importance of access to the telephone for older people, who are also less likely to have access to a mobile phone and consequently are also reliant on facilities such as public call boxes.
