AnnotationThe Green Paper, 'Independence, well-being and choice' (Cm 6499) is reviewed and its vision for change in social care is considered as favourable. However, this article considers the differences between the proposals and what has been lobbied for inclusion in the Green Paper. It is opined that any radical change to social care cannot be "cost-neutral"; and it is hoped that additional resources will be found to bring about the proposed vision, especially in respect of older people's services.
