AnnotationThis briefing paper aims to clarify some basic points regarding the workings of the National Insurance Fund, to give campaigners a better understanding of the issue when arguing for improvements in the basic state pension. It notes how employers' contributions have been reduced since 1996 in order to offset "green taxes". The Fund has always had a proportion of NI contributions allocated to the National Health Service (NHS). This briefing paper comments that since taking over responsibility for the Fund in 1999, HM Treasury has shown a disregard of the underlying principles of social insurance. Even so, NI should be able to provide an efficient way of funding a pension system that is fair. (RH).
