AnnotationThe European Union's demographic dependency ratio (the ratio of the population aged 0-14 and 65+ to the population aged 15-64) will rise from 49% in 2005 to 66% in 2030. In order to compensate for the expected drop in the working age population, employment participation will have to increase, and the retirement age will have to continue to rise. This Green Paper asks whether discussion of demographic trends and managing their impact should take place at European level, and if so, what should be the objectives and which policies covered. The paper includes graphs to support the evidence on changes in ageing patterns, demographic composition, and trends in fertility and life expectancy across the EU. The paper also puts the case for better integration of young people, a global approach to the "working life cycle", and a new place for "elderly people". To meet the challenge, it states that the Lisbon Agenda must be implemented, in particular those policies focusing on getting both older and younger people into jobs.
