Annotation"Breaking the cycle" analyses the impact of government policy in the seven years since the launch of the Social Exclusion Unit. Based on a new programme of research and analysis, the report outlines progress made so far, in tackling the causes and consequences of social exclusion. Among the examples of how social inclusion policies have affected older people are reducing pensioner poverty and fuel poverty; some evidence of better access to some services; and tackling fear of crime. The report examines the challenges that remain and anticipates future risks. (RH).
