AnnotationThe Department of Health (DH) Change Agent Team (CAT) commissioned this study, to gain a national picture of the statutorily commissioned home care market and of the methods used by social services in England in fulfilling the needs of people requiring care or support at home. The aim of the project was to investigate the commissioning practices and their impact on the provision of home care services in England. Survey questionnaires were distributed to social services commissioners, local authority home care services, and independent home care providers. This report presents findings on: home care provision, its market and workforce; purchasing services and the pressures on providers in delivery of services; service commissioning and variations in attitudes towards contracting; and respondents' experiences of local commissioning of care services. The report thus identifies a number of challenges facing the homecare sector. A summary of the main findings from this report can be found in UKHCA's membership magazine, The Homecarer, (May 2004 issue). (RH/KJ).
