AnnotationThe Strategies for Change research project, undertaken at the Norah Fry Research Centre and funded by the Department of Health (DH), examines changes in learning disability services since the 2001 White Paper, "Valuing people" (Cm 5086). This report concentrates on four key themes. First, the effectiveness of local strategic planning: Chapter 2 examines the learning disability Joint Investment Plans (JIPs) that local authorities were required to produce. Second, the functioning of Learning Disability Partnership Boards: Chapter 3 reports on the experiences of self-advocates and carers sitting on these Boards, and the views of councillors and senior officers who chair the meetings. Third, Chapter 4, on commissioning and managing for strategic change, examines the role of commissioners. Fourth, Chapter 5 presents evidence of some of the difficulties that have emerged as the theory of person-centred planning is translated into practice, particularly with housing, day services and employment. Chapter 6 gives an overview of stakeholders' views on what "Valuing people" has achieved so far, and highlights the importance of ensuring that service users are empowered to decide on what lifestyle changes they want.
