Annotation | Under the Community Care (Delayed Discharges, etc) Act 2003, local authorities in London and the South East are being fined £120 a day if there is more than two days' delay in discharging a patient from hospital to intermediate care. Elsewhere in England, the fine is £100 a day. In this article, the author uses a modelling approach to explain why a policy initiative that ignores the needs of sick and dependent people, is making the problem of providing acute hospital care worse in the long term.
