AnnotationThe Department for Work and Pensions (DWP) administrative database is used to analyse claimants' chances of leaving incapacity-related benefits (IRB), focusing on variations in the length of time over which IRB is claimed. A key question is whether the much higher exit rates observed in the first year can be explained in terms of: either a "selection" effect, whereby people with good prospects leave early, while people with poor prospects remain behind; or a "duration" effect, where the chance of people leaving benefit declines, the longer they remain.
