Annotation | Experiments in empowering neighbourhoods in the past have been fraught with pitfalls. Doncaster Council plans to scrap the traditional departmental structure - notably social services and education - replacing it with a neighbourhood and community services function, with the aim of improving customer service. This article considers what the Council is planning to do differently - compared to previous attempts in Birmingham, Tower Hamlets and Kingston-upon-Thames - to ensure that this plan is successful.
