Annotation | Income security - that is, income sufficient for meeting subsistence needs - is a major concern for millions of people in Africa in old age. This article outlines the concept of social security as it applies to African countries, the forms that it takes, how contributory social security is financed, and trends. Suggestions are made on the requirements for extending social protection to older people. The author concludes that poverty has heightened the need for, and remains the main obstacle to, extending social protection. The low levels of economic development in most African countries have constrained the growth of the formal sector, and has undermined the development of social security. This article was presented as a paper at the Training Course on Ageing in Africa, held in Nairobi in July 2001, and organised by HelpAge International. (RH). |
