AnnotationHome Improvement Agencies (HIAs) play an important role in promoting independence for vulnerable people, particularly those living in private sector housing. As black and minority ethnic (BME) groups are more likely to live in substandard owner-occupied housing than other groups, HIAs have the potential to improve their quality of life. This document provides guidance for agencies and service providers setting up services, to ensure that services are equally accessible and available to all community members - in line with the Office of the Deputy Prime Minister (ODPM) Supporting People programme.
